2)
Roles in a Public health Event
– For the groups you have chosen, describe their role in a public health event. Make sure to consider whether their role is official or non-official and whether they are personally at risk of health impacts or if they experience some other kind of risk. You need to think about this very carefully to determine the position of each of your chosen groups and identify the risks they might face.;

3)
Risks and Responsibilities
– For the groups you have chosen, describe the nature of the risks identified in the previous section. Make sure to consider whether the risk is direct or indirect, whether it is a risk to health or another kind of risk, what the specific health or non-health risk involves, and what the group’s responsibilities are in relation to the public health event and its own and other group’s risks. In other words, you must think about the groups you have chosen as part of an interrelated community (a system) and consider the overall risk situation as well as the interactions between risk for your groups.;

You need to build on what you discussed in section 2 above and try to show the linkages between the groups you have chosen as well as others you did not discuss.;

5)
Conclusion
– Discuss the position of each of the groups you have chosen in a public health event. You may want to consider whether they are actors or bystanders, for example, or use some other classification, but be sure to state which group(s) you feel are likely to be affected most significantly, the nature of the impact, and why you believe this would occur. The information here should be an analysis of and/or conclusion drawn from what you covered in sections 1-4 and should represent your own opinion.

Introduction
Local government
Local government in the form of public administration and it exists as the lowest tier of administration within the different states of Australia. Offices that are presented in the countries are making their connection with the central government with the active presence of local government in Australia (W
ilkason, et al. 2020). Local government generally acts with the power delegates that are government to them by the higher level of government. It performs its duties in case of organising public health programs. This process defines that the provincial government of that country plays their active role in the performances of responsibilities such as ensuring the adequate local public health infrastructure in the community (Trayers et al., 2006). Therefore, the local government in their locality also performs promotion of the health communities and healthy behaviours. It signifies that the provincial government is operating their healthcare programs with the adoption of collaboration with health care agencies (Gibson, et al. 2016).
Health expert
Health experts are offering healthcare services to the patients and the service users in case of their health issues. This process clearly defines that health experts study, diagnose, treat and prevent human illness with proper care (Steffens, et al. 2016). In case of physical injury or other physical or mental impairments, they are offering their adequate support to the service users. Within the healthcare initiatives or programs, health experts are performing the central and critical role (Steele et al., 2019). Health experts are improving the access and quality of healthcare services within the healthcare initiatives for the betterment of services to the population. To offer effective care services the health experts are taking some initiatives in their performances to deliver care services to the public. Initiatives that are adopted by health experts are such as childhood obesity reduction program, diabetic awareness program and teen pregnancy prevention initiatives. In that context, it is noticed that health experts are offering essential services to the community that promote health and help to prevent diseases. Healthcare experts are offering their care services with their active involvement with the healthcare agencies.

Local healthcare personnel is denoted a person in the locality who is offering healthcare services to the community people in case of presence of any health issues(Wilkason, et al. 2020). This process defines that local healthcare personnel always take care of the local community for the betterment of their health. The local government of Australia is providing all the changes to the local healthcare personnel for offering developed healthcare services to the local community (Torres-Muñoz, et al. 2020). It creates a connection between the healthcare system and the population of the society (Rubin et al., 2020). Therefore, they are facilitating healthcare and social services with the organisation based on healthcare initiatives or social programs (Giannis, et al. 2020). Social programs that the local government of that country is performing in their social services are health monitoring, sanitisation and disease control. Through the performances of collaborative operations with the healthcare agencies, these local healthcare personnel educate community people regarding the needs of proper care of their health.

Local government
The local government of Australia is performing healthcare services based on their official roles. Within this context, it is observed that the local government of the community introduces health-related activities such as delivery of personal health services and direct delivery through public hospitals within the society for creating awareness among the community people. With the involvement of health-related activities, the provincial government of that country tries to motivate local people regarding the maintenance of proper care to their health in case of any health issues (Rudin et al., 2009). Not only that, but the local government also introduces health monitoring operations to monitor the health status of their people in the locality (Fanelli, et al. 2020). Therefore, the local government to offer effective services in the maintenance of public health presents other initiatives. Some of the Services that are provided by the local government to the public are sanitation and disease control (Martin, et al. 2020). Moreover, the provincial government is facing issues in case of offering security services to the patients in evidence of the presence of infectious disease. Safety and security is an important factor in case of proper treatment of a patient in the society. Lack of presence of proper security can affect well beings of a patient. Security in the healthcare services defines the freedom from the physical and mental harm that may come from the community. This process defined that in many cases the local government failed to provide freedom to the patients from the threats of fear or harm or danger in case of the attacks of infectious disease. This process is noted as the primary risk that can be faced by the local government at the time of their delivery of care services to all. With the introduction of proper education among the community, people regarding the disease can help the local government to reduce risks from their care services.
