This requires the completion of all comprehensive questions.

Project


In the company you are currently working for you will need to do some research and also access some of your company’s policies and procedures to complete this Project. You may need to access the WHS management system, or personnel within your organisation.


This is a Two Part Project. Part A is around the Company you are employed (in the Logistics industry) and the Fatigue Management System used therein. Part B is about the same system but seeking feedback.


You must answer all the questions below in report form.


Part A


You need to complete a report of at least 1000 words. This report is to address the following points.


1. Describe the current legal requirements, liabilities and responsibilities for effective fatigue management within your organisation and how are they identified and interpreted and how they adapt to changes in legislation and regulations as they relate to fatigue management


2. Within your organisation obtain and review the existing fatigue management plans, policies and procedures.


a. Describe how all operations systems and standard operating procedures are reviewed in terms of their compliance with the organisational fatigue management regulations and policy


b. How does your company ensure that necessary, changes are made to operations systems and standard operating procedures to ensure that they are compliant?


c. Describe how in your organisation in accordance with the chain of responsibility principles, appropriate discussions are held with relevant personnel in supplier or subcontractor companies in the organisational supply chain to ensure their operational systems and standard operating procedures are compliant with the fatigue management regulations and policy


3. Describe the Internal risks concerning the potential effects of fatigue that are identified or confirmed and reviewed, and also the external risks within the organisational services and/or products supply chain concerning the potential effects of fatigue are identified or confirmed and reviewed in accordance with fatigue management regulations and the related chain of responsibility procedures.


4. Describe how the Organisational fatigue risk management system implementation plan is developed or reviewed and improved within your company to ensure the compliance of this system.


5. In your Company how does / were the Organisational fatigue risk management policy and procedures developed or reviewed and improved in conjunction with relevant personnel?


6. Describe how within your company Reports from designated personnel on the implementation of the organisational fatigue risk management system implementation plan and related policies and procedures are received and interpreted.


7. How are Accidents and safety incidents in the company reviewed and/or investigated and analysed to identify the extent to which fatigue might have been a contributing factor, and the information provided in the reports indicating that fatigue management policy and procedures are not being correctly implemented analysed and an appropriate managerial response and related action is initiated?


8. Describe how the opportunities for improvements to the organisational fatigue risk management system implementation plan and related policies and procedures are identified and appropriate action is taken to make the necessary adjustments

In this section of Project 1 you need to seek feedback on the Fatigue Management System employed within your Company.


9. You need to use the Fatigue Management Checklist your company has developed to seek feedback from at least 10 employee of the company. If your company doesn’t have this document develop one or you can use the National Camper Trailers document (Supplied with the Unit Attachments). The people you need to seek feedback from and the subject:


a. On the implementation plan and related policies and procedures from key stakeholders internal and external to the organisation.


10. When you have collated your feedback information prepare a small report on:


a. Appropriate adjustments that would need to be made to the plan, policies and procedures based on the feedback received.


b. Facilitate systems that assist employees to identify their own learning needs about fatigue management.


11. Describe how you would request approval for the fatigue risk management system implementation plan and related policies and procedures is obtained in accordance with organisational procedures, based upon the feedback you have received and the report you made in (10).


12. Describe how your company would instigate a distribution and present to relevant organisational personnel for implementation Fatigue risk management system implementation plan and the related policies and procedures.


13. Describe the systems for auditing the effectiveness and efficacy of organisational fatigue risk management strategies, policies and procedures that your company has in place.

Case Study – Fatigue Breaches.


You are the WHS Manager at National Camper Trailers Pty. Ltd (NCT). The company’s CEO Michael Dundee has asked you investigate the latest 2 incidents that have involved NCT personnel.


Incident 1


The first one was an injury to Shane Thomas on the afternoon shift on the 15th May 2016. It appears that Shane had worked excessive hours for the week and that this may have contributed to his injury incurring a back strain. Shane Thomas due to his accident resulting in Medical Treatment and requiring more than 24 hours off work due to the accident is classified as a Reportable Incident. This means that the incident must be reported to the State Authority within 24 hours. This also could result in the company be issued with a Breach of COR rules due to the reason for the accident. You must complete a Form 537 Incident Notification WorkSafe Victoria


Incident 2


The second involved the salesman James Wilkinson. He had a near miss on the Sturt Hwy outside of Hay NSW when he had a micro sleep and his car left the road. In this incident there was no injury and no damage to the vehicle, but again the issue appears to be fatigue, as he had already been on the road since 3:00am and the incident happened at 4:45pm with still 5:30 hour’s travel left in his day.


You have been supplied with the 2 Accident ~ Incident and Investigation Report Forms.


The task set you is to make a detailed report to CEO or the actions to take to ensure that we have in place measures to ensure that these incidents are not repeated.


1. Describe how should NCT deal with the identified or reported fatigue management policy breaches are investigated in accordance with organisational procedures and regulatory requirements?


2. Describe the action to be taken to ensure internal and/or external personnel who may have contributed to any breach of fatigue management policy are provided with appropriate feedback and information to avoid recurrence of the breakdown in planned fatigue management processes.


3. Where organisational procedures or culture is found to have contributed to a breach in fatigue management policy, what appropriate action should be taken to improve procedures or to address the culture in ways that aim to avoid a recurrence of the breakdown in planned fatigue management processes.


4. Describe how you would report breaches of fatigue management policy. How they would be prepared and submitted to designated personnel with details of action taken to prevent a recurrence, in accordance with NCT procedures.


5. Following on from your investigation describe how you would:


a. Instigate an organisational training system that is planned to provide competency-based on-the-job and off-the-job training and assessment opportunities as detailed in the organisational strategic plan.


b. As part of the plan above ensure that Team leaders, supervisory and training staff are provided with adequate opportunities to develop the required expertise to contribute to the organisational fatigue management training and assessment activities.

Fatigue may be termed more than feeling sleepy or drowsy thus, it can be elaborated as the mental state of feeling exhausted. Thus, it can be inferred that an exhausted employee cannot perform efficiently. This may deteriorate the quality of work health and safety within the work premises. This can mainly occur if a worker works for more than his duty hours. There are several factors which explain why fatigue can occur and this may be related to work or a combination of stress and overtime. This study sheds some light on the necessity of fatigue risk assessment by elaborating the terminology and highlighting the areas which lac
k in information. The study shall also try to suggest some ways so that experts can take it under consideration and provide a good fatigue analysis plan.

Fatigue management within a workplace is very important however, fatigue level cannot be measured in such a large scale (Primeau and Kashia, 2018). This is because majority of the workers are hesitant to express about their fatigue. They might feel expressing about this concern shall bring bad name to them. Another reason may be that there is no standard instrument, methodology or procedure that can help us in measuring. This is also because of the broad spectrum of reasons that causes fatigue within a worker. However, if we want to implement fatigue risk management technique, we must first identify the main reasons causing the fatigue. Working overtime can be taken for instance. There are various journals, books and reports illustrating the cause and nature of fatigue (Berneking et al., 2018). Experts can take help from this and develop a proper fatigue risk management. Moreover, employees can also report to the concerned authority if he feels tired. Thus the management authorities can take reasonable steps in compliance with the concerned legislation
Legal framework
As per the present conditions, the government of Australia has identified fatigue risk management as one of most efficient risks hence the government have issued certain rules and regulations in compliance with fatigue management. The fatigue risk management for heavy vehicle driver fatigue. As per this legislation all of them have been suggested to take ample amount of rest before joining their work. The drivers are suggested not to drive more than 10 hours at a stretch. The government has built might rest rooms for the drivers.

Presently, there is no such tool available that can help in managing the issues of fatigue in an industrial level. This is mainly because of lack of knowledge and proper fatigue management skill. However, information about fatigue and its symptoms are present in documented form thus; experts can take help from them and implement proper risk management strategy in compliance with risk management. Quantitative analysis is required to make a research in compliance to the fatigue risk management successful (Buysse, 2018). Although experts have suggested some strategies for dealing with fatigue yet, vast improvements are required in this field to manage fatigue level in such a large scale
Risk associated with fatigue
As commented by Patterson et al. (2018), there are numerous risks associated with improper fatigue risk management in a workplace. Hence, it becomes very essential to manage the risks related to fatigue management. Therefore some of the steps, which an expert can follow while designing a proper fatigue risk management have been mentioned.
Firstly, it becomes very essential for the concerned professional to analyze and foresee all the underlying factors that contribute to fatigue within a workplace. Obvious signs of fatigue shall not be visible in most of the cases during this phase; core analysis of the visible scenarios can be made.
Secondly, monitor the working schedule of the employees. Make sure that they do not overstrain themselves, they should get at least 10 hours of rest before the next schedule begins (Pair and Somerall, 2018).
Thirdly monitor the job demands, some of the jobs may require constant concentration over a long period of time. Review the work procedure of the employees and make necessary changes accordingly.
Last but not the least monitor the sleep pattern of this people and suggest them to make proper utilization of the rest time.
Implementation of organizational fatigue risk management
Fatigue is one of the most important aspects to be considered in a workplace as it impairs the ability of a worker to do his work effectively (James et al. 2018). Constantly monitoring the consequences of fatigue can help to reduce the workplace health hazard and this is known as fatigue risk management systems. Hence it is required to introduce an effective fatigue risk management driver system. As commented by Morris et al. (2018), effective fatigue management can be achieved by implementing several factors some of which are mentioned below.
· Proper education and training on the effects of fatigue.
· Develop proper’s strategies that can help to develop alertness and curb the risk associated with fatigue.
· By identifying the risks that can be associated with a particular type of fatigue.
· By implementing proper fatigue management strategies.
Role of individuals in fatigue risk management
A typical workspace contains huge amount of risks in compliance with Work health and safety. Therefore, each and every employee starting from senior managers to the low level employees are responsible for maintaining the work health and safety. However, as commented by Nuijten et al. Hence the experts are requested to make necessary adjustments based on the nature of the job. However, as commented by Nuijten et al.
