Executive Summary
Children are vulnerable group of individuals who needs to be protected and must be secured from every possible means that harms they are physical and mental wellbeing. Discrimination has been a detrimental issue since ages. However, even if there are legalization and other international compliances and standards that resist this aspect. Yet discrimination happens to be an effective contemporary issue in the recent times too. In this paper a special focus has been emphasized on children rights and the discriminatory aspects faced b

Introduction
Children forms to be a vulnerable group in the society who needs to be protected. It is the duty of the authority and the state to secure the rights of the children recognize their special needs with due protection so that they can develop their full potential. Every child has the right to enjoy all the basic qualities of life. It is evident to note that children's rights must be defined in a broader spectrum of economic, civil, political and social rights. Reports of United Nation vehemently claims that children are not the property of their parents neither they are helpless objects of charity. They are human beings and therefore they should own their rights and not just privileges. Children rights must be ascertained to recognize the fundamental human dignity of every child and ensure the wellbeing and development of the child (UNICEF, 2015). Since children are vulnerable groups of individuals who need to depend on adults specifically in their early childhood, government and the authorities must direct and define necessary policies which ensures their dignity. This paper effectively presents the important issues of child rights and the discriminations that children face.
National Regulations on Children’s Rights in Australia
Australia is a signatory of United Nations convention on the rights of the child. It is worth mentioning that the convention of the child rights of United Nations is proactively included in the Australia’s Child Protection legislation. Civil rights legislation distinctively mentions guidance for child protection and recurring policies on child education and child care reflects the service goals of the Australian government. In this segment policy frameworks and regulations for the child care education providers are presented. Since education is an important and the significant right of the children effective analysis of national regulations on early childhood education is an important aspect in this context.
National Quality Standard
National quality framework provides guidelines and legal regulations by the Australian government for the child care education providers to regulate the provisions of early childhood education ant develop the potentials in the children during the early years of learning. Early childhood care and education is not just a preparation in the primary school.
It robustly contributes to the social, emotional, cognitive and physical development of the children. This particular time period sustains a remarkable growth with brain development at its maximum. UNESCO refers that effective investment in the early childhood care and education is one of the best investments a country can make since it significantly promotes human resource development, gender equality and social cohesion. National quality framework presents a compulsory standard of early childhood education throughout the nation and care services in Long Day Care, preschools, Family Day care and outside school hours care services.
National Quality Framework
National quality standard is one of the key aspects of national quality framework which states nationwide quality standard of early childhood education and care services in Australia. It directs and defines the providers by which these services can be enhanced and improved. The education providers are also directed to provide quality information to the families before making decisions about the services which is best for their child (Siraj et al., 2020). The quality areas encompass the educational program and practice children's health and safety, physical environment of the children, staffing arrangements relationships with the children, collaborative partnerships with families and communities and Leadership and Service Management in this particular field.
Early Year Learning Framework
Early years learning Framework is another aspect of national quality framework in Australia which is the first national curriculum framework for early childhood education. It emphasizes on a physical activity-based learning that enhances the communication and the language ability of the children. This is effective for the children up to transition into the primary schooling. It ensures compulsory early childhood care and education in the initial years of growth to all children irrespective of ethnicity.
Policies on Australian Early Childhood Sector
National Law in Australia maintains an effective national standard for children's education and care across Australia. Australian Children's Education and Care Quality Authority has outlined policies that are required by the early childhood services to comply with the legislations and adhere by the requirements of each quality areas of National Quality Framework (ACECQA, 2015).
Regulation 168 of National Regulations mentions that education and care services must have policies and procedures. These policies and procedures must be provided to each and every child in the institution. Moreover, the policies and procedures must comply with the health and safety of the children. For instance it must ensure that every child must meet the dietary requirements, water safety and other requirements. This ensures social justice amongst the children in Australia.
