There were numerous limitations placed on the pardon board in the year 1941, due to which the Parole and Probation Commission was commissioned. Some inmates were released for parole while the field staff of the commission supervised them. Later, the Florida Department of Corrections managed it when the responsibilities were altered in 1975 (Florida Commission of Offender Review). More than 167000 adult offenders are supervised by probationary officers located in more than 130 community correction centers located in the Florida Department of Corrections. It includes all types of offenders on regular, administrative, drug, sex, community, and pre-trail probations. These officers are responsible for supervising the known offenders and reporting any issues non-compliant to the releasing authorities. Analyze criminal justice organizational structures and policies for informing the development of methods to improve organizational performance The correctional community of Florida consists of 20 judicial circuits with 130 offices statewide and two bureaus. Its primary function is to provide safety to the public and provide assistance to the victims through releasing them post imprisonment tenure. Its ultimate process is to notify the victims before they are removed from imprisonment through monitoring and supervision within the Office of Community Corrections. The Bureau of Probation and Parole Field Services' ultimate responsibilities are towards development, implementation, revising and supervising programs in the areas of probation and various fields related to sentence rules, database, operations, court order payments, and sexual offenders. They are responsible for the supervision of more than 200000 offenders through community monitoring programs throughout the state. The Bureau of Community Program and Community Services is also responsible for monitoring the programs and providing technical support, coordinating and re-certification for the active and auxiliary CPOs and staff. They are also responsible for transferring the offenders across the state lines by adhering to the offender's grievances policies, restoring civil rights and procedures related to the court payment. Determine appropriate organizational assessment strategies to acquire valid and reliable data for measuring the effectiveness of criminal justice organizations in meeting their established goals For assessing the strategies, it is the Evidence Based Practice (EBP) Model used as the probation department throughout the country lacks proper services and strict norms during the probation period to reduce recidivism and unlawful acts. Thus, there is a need for the offender to be assessed based on the various scientific tools, using supervision strategies as per the community's necessity, progressive sanctions against the acts of violations, and which can deliver effective results. Assessment is also a way for correcting the offenders but is far different from classifications of the corrections. The evaluation is based on two significant areas, which are the needs and risk of the offenders. Risk is the danger that the criminal possesses to the community. For this, they will be assessed based on assistance, guidance, supervision, and various rehab programs, which can lower the chances of re-offending. Unemployment is one of the significant factors which leads to re-offending. As per the research, offenders with low education, unemployment, and soft skills have chances to re-offend than those who are not. Therefore, it is through strict supervision and punishment of these re-offenders their behavior can be changed. Analyze how internal and external factors impact the effectiveness of organizational performance in criminal justice organizations The internal and external factors which impact the effectiveness of the organizational performance in criminal justice organizations are as follows: 1. Assessment Plan – Assessment Strategy
In this assessment plan I will try to analyse t
he Institutional and Organizational Model (IOA Model) which can help me to determine whether it will help the organizations to enhance the overall performance. This model will also help to evaluate the strategies and plan in Florida’s re-entry program. Therefore by analysis of the organizational performance, the environment, motivation and the abilities of the organization we will be able to assess the IOA Model. These are the four specific areas which need to be evaluated in order to determine the strength and weaknesses of the organization based on the IOA Model.
Defining each of the four factors individually we can state that the ability of an organization is the capacity with which they can utilize the available resources prudently. This includes strategic leadership which helps to motivate the employees and sets a standard which is followed by the organization. While process management is involved with the effective management of the relationships between the human resources, program management on the other hand is involved with the delegation of various roles and responsibilities to the organizational human resources. Thus the entire organization structure is based on one principle of how effectively the organization manages and governs its mission and objectives, the acquisition of finances and the management of its human resources. This is the organizational framework which helps them to administer both internal and external relationships ((Lusthaus, Adrien, Anderson, Carden & Montalvan, 2002).
