1) To understand the given case it is very essential to understand the law which being the utilitarian and categorical imperative ethical theories. It is evident that the Utilitarianism concept focuses on the concept of the firmly segment which being the concept on the Public Policy and its dynamics is considered in a manner where the State monetary allocation is done in a justful manner. It has a simple logic which ensures that the Utilitarianism holds good to a segment which promises the fact that the ethical choice must be made in a manner where the good and the benefit is given to the general public on a larger scale and for a public as a whole (Ferrell, Harrison, Ferrell, & Hair, 2019).
